To All Interested Persons and Parties:
The Georgia Environmental
Protection Division (EPD) has recently
received an application for issuance of a
permit for an electric generating facility
capable of generating 110 megawatts
(MW) (nominal rating) of electricity. It
is EPD's policy that, upon receipt of any
such application, a public notice shall be
issued in a paper of general circulation
in the county in which the facility proposes
to operate or, is already operating
and any county whose border is within
five miles of any portion of the existing
or proposed property of the facility.
Yellow Pine Energy Company, LLC
has proposed to construct and operate a
nominal 110-megwatt (MW) biomassfired
power plant. The facility is
designed to include: fluidized bed boiler(
s) with a heat input capacity of 1,529
million Btu/hr; a condensing steam turbine
generator; an auxiliary boiler with
a heat input capacity of 25 million
Btu/hr; multi-cell mechanical draft wet
cooling towers; a water treatment plant;
a wastewater treatment plant and outfall;
back-up emergency diesel generator
and diesel firewater pumps; ash/inert
landfill; aqueous ammonia storage
tanks; limestone storage bins; a No.2
fuel oil storage tank; Diesel fuel oil storage
tanks; and supporting plant equipment.
The plant will have the capability
of firing bituminous coal, petroleum
coke (Pet Coke), or 95% metal-free tirederived
fuel (TDF) in small quantities in
addition to biomass fuel. Low sulfur No.
2 fuel oil or propane will be used for
start-up of the fluidized bed boiler(s)
and will be the primary fuel of the auxiliary
boiler.
The proposed facility would be located
on Georgia Highway 39 on approximately
200 acres of land located in Clay
County, eight miles south of Fort
Gaines, Georgia.
You are hereby notified of the opportunity
to submit written public comments
and/or request a public hearing
concerning this application. The application
is available for public review at
the office of the Air Protection Branch,
4244 International Parkway, Atlanta
Tradeport - Suite 120, Atlanta, Georgia
30354. Office hours are 8:30 a.m. to 4:00
p.m., Monday - Friday.
This application is subject to the
Federal Prevention of Significant
Deterioration (PSD) Regulations, 40
CFR 52.21. As such, another public
notice will be issued in the same newspaper(
s) to solicit comments on the draft
permit and PSD Preliminary
Determination. If a public hearing is
requested, it will be held at the conclusion
of the comment period for the draft
permit and PSD Preliminary
Determination.
If copies are desired, the first 25
pages are free of charge, and every page
thereafter costs $0.10 per page. A copying
machine for public use is provided
by EPD at the Atlanta Air Protection
Branch office only and is available on a
first-come, first-served basis. Office
