Archbold agrees to rollback

The 40-year agreement under which Archbold leases and operates Early Memorial Hospital and Nursing Home includes a provision obligating the county to provide annual funding equivalent to two mills.

The Board of County Commissioners, the Early County Hospital Authority and Archbold Hospital entered into the agreement in June 1995. At that time Early Memorial, like many rural hospitals across Georgia and the nation, was in dire financial condition.

The two-mill funding was to assist in the payment of indigent care and the operation of the hospital, including debt service on bonds issued for capital improvement projects in 1979 and 1987.

In response to a May 21 letter from the board of commissioners asking the hospital authority to reconsider the level of funding due to the dramatic increase in the digest, the hospital authority and Archbold officials have agreed to a temporary millage rollback beginning in 2008.

In 1996 the two-mill provided a total of $470,000. Last year, $554,000.With the 61 percent growth of the digest due to the property revaluations the two-mills will provide the hospital $868,000.

Beginning next year, the county's obligation will rollback to 1.7 mills, and increase to 1.8 mills in 2009, 1.9 mills in 2010, and 2.0 mills in 2011 and thereafter.
