Commissioners approve bid for paving county roads

Residents of Crystal Springs Loop, Summerset Loop and Sunnyside Lane are one step closer to paved roads. Monday night at their August meeting, the Early County Commission approved the low bid of $485,448.95 by Boyd Brothers Construction for that paving project. No date was announced for the project to begin. It is funded through a Community Development Block Grant.

County Attorney Bill Mills presented his monthly report including a request by Early County 2055 to allow a stuntman to jump off the courthouse. Mills told the commission he was reviewing potential liabilities for the county.

The commissioners approved a contract with revisions between the county and Norman Appraisal Services to provide real property services for the county at a cost of $17,500 per year. Those services include in 2008 commercial and industrial appraisals, in 2009 rural land appraisals and in 2010 residential appraisals. The move allows the county to complete a total property reevaluation every three years.

The commissioners also accepted an offer by the City of Damascus to repay $50,000 in 2001 SPLOST funds used for non-SPLOST projects and approved a request to release $44,362 in remaining 2001 SPLOST funds earmarked for Damascus recreation projects as invoices for work are submitted.

An agreement for the county's DOT Off System Safety Project which includes safety improvements on 41 miles of Early County roads was approved. The project totals $98,496 in placement of warning signs, roadway striping and raised pavement markers on seven Early County roads at no cost to the county. Roads impacted include Cedar Springs Road, First Kolomoki Road, Rock Mine Road, Martin Road, Killebrew Road, Pritchett Road and Pullen Road.

The commissioners adopted a resolution which requests the Department of Community Affairs approve a one time waiver of existing revolving loan fund policies for infrastructure improvements. The waiver is associated with the White Oak Harvest House project.

Discussion of board appointments to the Early County Hospital Authority, Early County Planning Commission, Blakely Early County Recreation Department and Early County Development Authority for upcoming terms was tabled.

In citizens' comments, a request was made for the county to remove the dumpsters on Second Kolomoki Road as they are an eyesore for visitors headed to the state park. A request was also made for the county to ask the railroads to improve the rough railroad crossings in the county.

Dr. Ann Addison of the community health center on College Street appeared before the commission to offer an update on the facility's services and renovation project. She noted that a second office had been opened in Thomasville.
