2007 DCP sign-up deadline approaching

The deadline to enroll in the 2007 Direct and Counter-cyclical program is rapidly approaching.

Farmers and landowners with base acres and yields have until August 3 to enroll to avoid paying a late fee.

In March 2007, FSA extended the DCP sign-up deadline to August 3. The original DCP enrollment deadline was June 1. Producers failing to sign up by August 3 but before September 30 will pay a late-file fee of $100.00. The final date to enroll in the 2007 DCP is September 30.

DCP provides payments to eligible producers on farms enrolled for the 2002 through 2007 crop years. There are two types of DCP payments - direct payments and counter-cyclical payments. USDA computes payments using the base acres and payment yields established for the farm.

The Farm Security and Rural Investment Act of 2002 (2002 Farm Bill) authorized DCP.

County committee

deadline nears

Farmers, ranchers and other agricultural producers are reminded that they have until Aug. 1 to nominate eligible candidates to serve on local FSA county committees.

There will be a meeting at the Early County FSA Office Thursday, July 27 at 11 a.m. to discuss the nomination process, eligibility to serve on the committee and the importance of the county committee. This year's election will be in Local Administrative Area 3 which is described as the area east of US Highway 27 and First Kolomoki Road comprising the communities of Arling-ton and Damascus.

County committees are important because they assist local farmers and ranchers. They help deliver federal programs, which is an important aspect of our service to agriculture. We encourage all producers to get involved by nominating eligible candidates to serve on county committees.

FSA county committees assist local farmers through their decisions on commodity price support loans, conservation programs and disaster programs, and by working closely with county executive directors.

To hold office as a county committee member, a person must participate or cooperate in a program administered by FSA, be eligible to vote in a county committee election and reside in the local administrative area in which the person is a candidate. Individuals may nominate themselves or others as candidates. Also, organizations representing minorities and women are encouraged to nominate candidates.

All nominees must sign nomination form FSA- 669A, which includes a statement that the nominee agrees to serve if elected. Form FSA 669A is available at USDA Service Centers and online at the Web site listed above. All nomination forms for the 2007 election must be postmarked or received in the local USDA Service Center by close of business Aug. 1.

The county committee nomination period began June 15. Voting takes place in the fall. Ballots will be mailed to eligible voters by Nov. 2. The final day to return voted ballots to the local USDA Service Center is Dec. 3. Newly elected county committee members take office Jan. 1, 2008.

County Operations

office Debra Kleckley of Cuthbert will train in the Early County FSA Office until August 10. The County Operation Trainee program teaches trainees how to effectively conduct COC and county office activities. The program is designed to expose trainees to the County Office Committee to assist the trainee in improving job knowledge, skills and abilities and to enhance their potential for selection as a county executive director.

Kleckley has been a program technician in the Randolph-Clay-Quitman County FSA office and Miller County office since 1983. She has served as the Acting CED since October 2006 until acceptance into the trainee program. It has been her goal since starting with the agency to be a county director. Her dedication to the agency is well known in all the counties she has served.
