WITNESS the Honorable Ronnie Joe Lane, Judge of said Court. This 13th day of July, 2007. /s/ Emily Anne Wilbourn CHIEF DEP. CLERK, SUPERIOR COURT OF EARLY COUNTY 08/08/4tc 071807-04 GRAND JURY PRESENTMENTS EARLY COUNTY SUPERIOR COURT STATE OF GEORGIA JULY TERM 2007 TO THE SUPERIOR COURT OF EARLY COUNTY, GEORGIA, and THE HONORABLE JOE C. BISHOP JUDGE OF SAID COURT: We, the Grand Jury, drawn, sworn, and serving at the July Term 2007, of the Superior Court of said County, respectfully make to the Court the following presentments, to-wit: 1. We investigated, as is required by law, all criminal matters presented to us, returning 242 true bills and 20 no bills. 2. Pursuant to O.C.G.A. §36-1-7, the Grand Jury received return of receipts and disbursements from the Judge of the Probate Court, Clerk of Superior Court, County Commissioners and Sheriff of Early County. This return will be filed in the Office of the Superior Court of Early County, Georgia and is available for inspection by any interested citizen. 3. We, the Grand Jury appoint members to the Board of Equalization as shown on Exhibit "A". 4. INSPECTIONS We, the Grand Jury appointed a committee to inspect the Jail and the findings of said inspection are shown on Exhibit "B". EXHIBIT "A" GEORGIA, EARLY COUNTY: GRAND JURY APPOINTMENTS FOR MEMBERS AND ALTERNATE MEMBERS OF THE BOARD OF TAX EQUALIZATION OF SAID COUNTY: APPOINTMENT OF MEMBER: Hollis Adams, for the term of 1-1-08 to 12-31-2010 to succeed Hollis Adams, whose term expires on 12-31-07. APPOINTMENT OF ALTERNATE MEMBER: Alternate Member No. 3: Danny Chandler, for the term of 1-1- 08 to 12-31-2010 to succeed Danny Chandler, whose term expires on 12-31- 07. SO PRESENTED THIS 9TH DAY OF JULY, 2007. /s/ Kenneth Wynn FOREPERSON EXHIBIT "B" We, the committee selected to inspect the jail, found the following: The Sheriff's office and the bathrooms in the lobby area of jail appeared to be in good shape although the Deputy Sheriff's Office could use new mats and carpet. The EMA office, the squad room, Mr. Meeks, Mr. Suggs and the kitchen too appeared to be "OK". The wiring and plumbing is aged out but wouldn't be feasible to replace until the new jail is complete. When and if SPLOST funds build a new jail, we recommend the change the location as this location is too crowded as too many family homes are in the same area. In regards to the new jail, this committee recommends there be keyless doors and surveillance cameras. There were plastic bags just outside the cells and hanging on bars which we felt were unsafe. The duct work is in bad shape. The washer and dryer was duct taped - the facility needs commercial type washer and dryer. The floors and furnishings were worn. There is a need for surveillance monitors in the back - Perhaps this could be done inexpensively, since cameras are already in place. /s/ Judy Jordan JUDY JORDAN /s/ Elsa Crawford ELSA CRAWFORD /s/ Greg Webb GREG WEBB EVELYN STEPHENS The above and foregoing presentments submitted this the 10th day of July, 2007. /s/ Kenneth E.Wynn KENNETH E.
