      NOTICE OF ELECTION
TO THE QUALIFIED VOTERS OF
EARLY   COUNTY   SCHOOL   DISTRICT,
          GEORGIA:
  NOTICE IS HEREBY GIVEN that
on the 19th day of June, 2007, an election
    will be held at the regular polling
places in all the election districts of the
Early County School District, Georgia
(which embraces all of Early County), at
which time there will be submitted to
the qualified voters of Early County for
their determination the question of
whether a sales and use tax of one percent
    shall be continued on all sales and
uses in Early County for a period of time
not to exceed 20 calendar quarters, commencing
          upon the expiration of the one
percent sales and use tax currently
being levied in Early County, to raise
not more than $13,000,000, the proceeds
      of such tax is to be used for the
purposes of providing funds to pay or to
be applied toward the cost of (i) the
acquisition, construction and equipping
of new school buildings and facilities,
including a new gymnasium, (ii) adding
to, renovating, improving and equipping
existing school buildings and facilities,
including the football stadium and a
new roof on the high school building,
(iii) making certain technology and safety
  improvements, (iv) making certain
paving,   signage   and   landscaping
improvements, (v) purchasing maintenance
      vehicles and buses, (vi) purchasing
    textbooks and band instruments
and (vii) acquiring any property necessary
    or desirable therefor, both real and
personal (the "Projects"), the maximum
cost of the Projects to be funded from
the proceeds of such tax not to exceed
$13,000,000.
  If the continuation of such tax is
approved by the voters, such vote shall
also constitute approval of the issuance
of general obligation debt of the Early
County School District (which may be in
the form of notes, bonds or a loan) in an
aggregate     principal     amount     of
$6,500,000 (the "Debt"). The proceeds of
the Debt, if issued, shall be used to pay
all or a portion of the costs of the
Projects, capitalized interest on the
Debt through May 1, 2008 and the costs
of issuing the Debt.
  The Debt, if so authorized, may be
issued by Early County School District
in whole or in part and in one or more
series and shall bear interest from the
first day of the month during which the
Debt is to be issued or from such other
date as may be designated by the Early
County School District prior to the
issuance of the Debt, at a rate or rates
not to exceed 6.0% per annum, payable
semiannually on the first days of May
and November in each year, commencing
    May 1, 2008, and the amount of
principal to be paid on May 1 in each
year during the life of such debt shall be
as follows:
          Date         Amount
          2009       $1,055,000
          2010         1,290,000
          2011         1,335,000
          2012         1,385,000
          2013         1,435,000
  The principal and interest on the
Debt is expected to be paid from proceeds
      of the sales and use tax and shall
be payable in lawful money of the
United States of America at a paying
agent bank which will be designated by
the Board of Education of Early County
prior to the issuance of the Debt.
  Any   brochures, listings   or   other
advertisements issued by the Board of
Education of Early County or by any
other person, firm, corporation or association
        with the knowledge and consent
of the Board of Education of Early
County shall be deemed to be a statement
        of intention of the Board of
Education of Early County concerning
the use of the proceeds of the Debt, and
such statement of intention shall be
binding upon the Board of Education of
Early County.
  The ballots to be used at such election
    shall have written or printed thereon
  substantially the following:
  Yes Shall a special one percent sales
        and use tax be continued in
        Early County for a period of
  No   time not to exceed 20 calendar
        quarters, commencing upon the
        expiration of the special one
        percent sales and use tax currently
                  being levied in Early
        County, and for the raising of
        not more than $13,000,000 for
        the purposes of providing funds
        to pay or to be applied toward
        the cost of (i) the acquisition,
        construction and equipping of
        new school buildings and facilities,
              including a new gymnasium,
              (ii) adding to, renovating,
        improving and equipping existing
              school buildings and facilities,
              including the football stadium
            and a new roof on the high
        school building, (iii) making certain
                technology   and   safety
        improvements, (iv) making certain
              paving, signage and landscaping
                  improvements, (v) purchasing
                    maintenance vehicles

        and buses, (vi) purchasing textbooks
                and band instruments
        and (vii) acquiring any property
        necessary or desirable therefor,
        both real and personal (the
        "Projects"), the maximum cost of
        the Projects to be funded from
        the proceeds of such tax not to
        exceed $13,000,000? If the continuation
                    of the tax is approved
        by the voters, such vote shall
        also constitute approval of the
        issuance of general obligation
        debt at Early County School
        District in the principal amount
        of $6,500,000 for the above purposes,
                  including   capitalized
        interest through May 1, 2008.
  The several places for holding said
election shall be at the regular and
established voting precincts of the election
    districts of Early County, Georgia,
and the polls will be open from 7:00 a.m.
to 7:00 p.m. on the date fixed for the
election.
  The last day to register to vote in this
election shall be May 21, 2007, through
5:00 p.m.
  Those residents of Early County
qualified to vote at such election shall
be determined in all respects in accordance
      with the election laws of the State
of Georgia.
  This notice is given pursuant to a
resolution of the Board of Education of
Early County and an order of the judge
of the Probate Court of Early County.

CONTAINED IN SECURITY DEED

  Pursuant to a power of sale contained
in a certain security deed executed by
Cheryl   Renee   Turner   and   Robert
Turner,   hereinafter   referred   to   as
Grantor, to Synovus Mortgage Corp.
recorded in Deed Book 231, beginning at
page 248, of the deed records of the
Clerk of the Superior Court of the aforesaid
    state and county, and by virtue of a
default in the payment of the debt
secured by said security deed, the
undersigned attorney-in-fact for the
aforesaid Grantor (which attorney-infact
    is the present holder of said security

title to said property: All restrictive
covenants, easements and rights-of-way
appearing of record, if any; all zoning
ordinances; matters which would be disclosed
        by an accurate survey or by an
inspection of the property; all outstanding
