ELECTION
TO THE QUALIFIED VOTERS
OF EARLY COUNTY:
NOTICE IS HEREBY GIVEN
that on the 21st day of March, 2017
an election will be held at the regular polling places in all the election districts of Early County, at
which time there will be submitted
to the qualified voters of Early
County for their determination the
following question:
( ) YES ( ) NO
Shall the special 1 percent sales
and use tax for education currently in effect in Early County be continued for a period of time not to
exceed 20 calendar quarters and
for the raising of not more than
$9,500,000 for the purposes of

acquiring, constructing, repairing,
improving, renovating, extending,
upgrading, and equipping school
buildings and support facilities in
the Early County School District
useful or desirable in connection
therewith, including acquiring any
necessary property therefore, both
real and personal, specifically
including the following: (1) replacing and upgrading HVAC equipment, systems, and controls,
including, but not limited replacing the HVAC systems in the elementary and middle schools; (2)
acquiring instructional materials,
books, and textbooks; (3) acquiring
technology, safety, and security
equipment; (4) adding to, renovating, repairing, improving, and
equipping existing school buildings
and other buildings and facilities,
and planning for new school facility construction, including acquiring any necessary land; (5) acquiring, constructing, and equipping
athletic facilities, including, but
not limited to, acquiring band
instruments; (6) acquiring maintenance vehicles and equipment and
school buses; and (7) paying
expenses incident to accomplishing
the foregoing?
If continuation of the tax is
approved by the voters, such vote
shall also constitute approval of
the issuance of general obligation
debt of the Early County School
District in the principal amount of
up to $2,000,000, repayable from
the proceeds of the aforesaid sales
and use tax, for the purpose of
funding such portions of the above
projects as may be acquired, constructed and equipped with the
proceeds of general obligation debt.
All qualified voters desiring to
vote in favor of continuing the special 1% sales and use tax for education (the “Special 1% Tax”) shall
vote “Yes” and all qualified voters
opposed to levying the Special 1%
Tax shall vote “No”. If more than
one-half of the votes cast are in
favor of continuing the Special 1%
Tax then the Special 1% Tax shall
be continued beginning January 1,
2018 or the first day of the calendar quarter immediately following
the quarter in which the Special
1% Tax now in effect is terminated.
The maximum period of time for
which the Special 1% Tax shall be
continued shall be twenty consecutive calendar quarters.
The maximum cost of the capital outlay projects for educational
purposes described in the above
ballot question to be funded with
Special 1% Tax proceeds, and the
general obligation debt to be
retired in the maximum principal
amount of $2,000,000, which
includes interest, capitalized interest, principal, and costs of
issuance, shall be $9,500,000. To
the extent available, the Early
County School District may combine available funds from any state
or federal governmental source to
which the Early County School
District may be entitled to pay the
costs of its capital outlay projects,
and it may choose which capital
outlay projects to undertake or not
undertake or to delay until additional funding is available to the
extent that the proceeds of the
Special 1% Tax and general obligation debt are insufficient to complete any of the capital outlay projects. Plans and specifications for the
capital outlay projects described in
the above ballot question have not
been initiated and bids have not
been received. Depending upon
acquisition and construction costs
and available funds, the Early
County Board of Education may
add to, modify, or delete specific
projects.
If the Special 1% Tax is to be
reimposed, the Early County
School District may issue general
obligation debt in an aggregate
principal amount not to exceed
$2,000,000. The proceeds from
such general obligation debt, if
issued, shall be used to fund all or
a portion of the above described
capital outlay projects. The maximum rate or rates of interest on
such debt shall not exceed six percent (6.0%) per annum and the
maximum amount of principal to
be paid in each year during the life
of the debt shall be as follows:

The School District may issue
general obligation debt in an
aggregate amount that is less than
$2,000,000 and reduce the principal amounts maturing that are
shown above. In the event the
School District obtains an allocation authorizing the issuance of
general obligation debt in the form
of Qualified School Construction
Bonds (or any similar program), a
principal amount of the above
described general obligation debt
may be designated to mature in a
year or years subsequent to those
set forth above, but in no event
shall such debt mature later than
the maximum term specified by
the U.S. Department of the
Treasury, Bureau of Public Debt.
The principal and interest on
the Debt shall be secured by the
proceeds of the sales and use tax
and shall be payable in lawful
money of the United States of
America at a paying agent bank
that will be designated by the
Early County School District prior
to the issuance of the debt.
Any brochures, listings or other
advertisements issued by the
Early County School District or by
any other person, firm, corporation
or association with the knowledge
and consent of the Early County
School District shall be deemed to
be a statement of intention of the
Early County School District concerning the use of the proceeds of
the debt.
The several places for holding
said election shall be at the regular
and established voting precincts of
the election districts of Early
County, Georgia, and the polls will
be open from 7:00 a.m. to 7:00 p.m.
on the date fixed for the election.

The last day to register to vote
in this election shall be February
21, 2017 through 5:00 p.m.
Those residents of Early County
qualified to vote at such election
shall be determined in all respects
in accordance with the election
laws of the State of Georgia.
This notice is given pursuant to
a resolution of the Early County
Board of Education and a resolution of the Early County Board of
Elections and Registration.

NOTICE OF DRAFT TITLE V
OPERATING PERMIT
To All Interested Parties:
The Georgia Environmental
Protection Division announces its
intent to issue a Title V Air Quality
Operating Permit to Maverick
C&P Inc. The facility is located at
633 Georgia Tubing Road, Cedar
Springs, Georgia. The primary purpose of this permit is to identify
and consolidate existing State and
Federal air requirements applicable to Maverick C&P Inc. and to
provide practical methods for
determining compliance with these
requirements. The Georgia
Environmental Protection Division
(EPD) is preparing Title V
Operating Permits in accordance
with Title V of the Clean Air Act.
This permit will be enforceable by
the Georgia EPD, the U.S.
Environmental Protection Agency,
and other persons as otherwise
authorized by law.
The facility operates an internally coated electrical conduit
manufacturing facility.
The draft permit and all information used to develop the draft
permit are available for review.
This includes the application and
all other relevant materials available to the permitting authority.
This information is available for
review at the office of the Air
Protection Branch, 4244
International Parkway, Atlanta
Tradeport - Suite 120, Atlanta,
Georgia 30354. Copies of the draft
permit, narrative, and permit
application will be available
through our internet site
http://epd.georgia.gov/air/drafttitle v-permit. (Please note that
the Internet is generally accessible
from most public libraries in
Georgia.)
If copies are desired, a copying
machine for public use is provided
by EPD at the Atlanta Air
Protection Branch office. There
will be a copying charge of $0.10
per page. Copies will be made on a
first-come, first-served basis. Files
are available for review and copying 8:30 a.m. to 4:00 p.m., Monday
- Friday, excluding holidays.
You are hereby notified of the
opportunity to submit written public comments concerning the draft
Title V Air Quality Operating
Permit. Persons wishing to comment on the draft Title V
Operating Permit are required to
submit their comments, in writing,
to EPD at the above Atlanta Air
Protection Branch address.
Comments must be received by the
EPD no later than 30 days after
the date on which this notice is
published in the newspaper.
(Should the comment period end
on a weekend or holiday, comments
will be accepted up until the next
working day.) The Division, in
making its final decision to issue
the Title V permit, will consider all
comments received on or prior to
that date.
Any requests for a public hearing must be made within the 30-
day public comment period. A
request for a hearing should be in
writing and should specify, in as
much detail as possible, the air
quality related issues that constitute the basis for the request.
Where possible, the individual
making the request should also
identify the portion(s) of the
Georgia Rules for Air Quality
Control and/or the Federal Rules
that the individual making the
request is concerned may not have
been adequately incorporated into
the draft permit. If a public hearing on the draft Title V Operating
Permit is to be held, the date, time,
and location of the hearing will be
provided in a subsequent, separate
public notice. At that hearing, anyone may present data, make a
statement or comment, or offer a
viewpoint or argument either orally or in writing concerning the
draft Title V permit. During the
Division’s decision-making procedures

to issue the Title V permit,
any information received during a
public hearing will be considered
together with information received
during the comment period.
Following this 30 day public
comment period, the draft permit
will undergo a 45 day review by
U.S. EPA in accordance with 40
CFR 70.8. Information pertaining
to U.S. EPA’s review period can be
found on their website at
http://www.epa.gov/caa-permitting/ georgia-proposed-title-v- permits. After the comment period has
expired, the EPD will consider all
comments, make any necessary
changes, and issue the Title V
Operating Permit. Copies of the
final Title V Operating Permit,
comments received, EPD’s
responses to comments, and any
other relevant information will
then be made available for public
review during normal business
hours at the office of the Air
Protection Branch. A summary of
comments and any changes made
to the final permit will be found in
an addendum to the narrative. A
copy of this narrative and the final
Title V permit will be added to the
information already available at
the internet address given above.
